Cardoso: NGOs vital to changing world politics

PRINCETON BOROUGH, N.J. (AP) _ Non-governmental organizations are reshaping the landscape of policymaking, particularly international trade and terrorism, the former president of Brazil said Saturday.
"The roles of all actors _ state and non-state _ are changing quickly, and their relationships are also changing," Fernando Henrique Cardoso said in a speech at Princeton University's Woodrow Wilson School of Public and International Affairs.
